More training for concealed carry permits

MADISON, WIS. (AP) -- The state Justice Department wants to add more training requirements for concealed carry permits.

The agency has crafted a set of permanent rules implementing Wisconsin's concealed carry law. The agency has been operating under emergency rules since the law went into effect in November.

The new rules require permit applicants to undergo training that requires instruction on safe firearm and ammunition handling, transport and storage as well as instruction on deadly force and techniques for avoiding and controlling violent confrontations.

The emergency rules don't lay out any such specifics for training.

The agency ran afoul of the National Rifle Association last year when it first proposed permit applicants receive four hours of training. Republicans on the Legislature's rules committee erased that provision, however.
