Draft of state school funding act released online

DETROIT (AP) -- A proposal that Gov. Rick Snyder commissioned for overhauling public education in Michigan and change how the state pays for student learning has been released.

The Oxford Foundation-Michigan on Monday placed a draft of the Michigan Public Education Finance Act on its website.

If legislators approve it, the proposal would replace the 1979 School Aid Act.

Currently, 90 percent of general education funds are based on October attendance.

The draft bill lets funding follow students, who could take one or more courses or entire education packages from any Michigan school district participating in open enrollment.

Students could take courses online, with funding based on student performance going to the district offering them.

Snyder says he hopes to present the proposal in his February budget message.
