Marquette orphanage standstill

MARQUETTE -- Work has still not begun on the Marquette orphanage property.
    
According to Marquette City officials, a signed contract for the work has been sent to the contractor by building owner Roger Rinne.
    
However, the city does not believe that a check to pay for the work was included.  And the contractor, Superior Construction Management, will not do the work without one.
    
Superior Construction Management confirms that they have not received a check yet from Rinne, so for now, work on the crumbling facility remains at a standstill and continues to rack up fines.
