LANSING (AP) -- Michigan Democrats are again launching efforts aimed at providing grants to Michigan students to cover higher education costs.

Democratic Senate Minority Leader Gretchen Whitmer of East Lansing announced the reintroduction of the Michigan 2020 plan Tuesday.

The plan would provide grants to all Michigan high school graduates to attend one of the state's public universities or community colleges. The maximum amount a student could receive would equal the median tuition level of all the state's public universities.

Democrats say the estimated $1.8 billion a year plan can be funded by closing ineffective tax loopholes and won't require raising taxes.

Republican Senate Majority Leader Randy Richardville spokeswoman Amber McCann says Richardville remains cautious about the amount of money Democrats are trying to raise and the overall cost of the plan.
